博士，研究员，男，1960年4月生。1982年毕业于南京气象学院大气物理系。1982－1984成都气象学院大气探测系任助教。1985－1991年教委公派赴法国留学学习，先后获C4、DEA和Ph.D.。 1993年回国工作。现任中国科学院大气物理研究所副所长，所学位委员会副主任，国际辐射委员会（IRC）委员（2000-2008），中国气象学会卫星气象学委员会委员，中国地理学会环境遥感分会第五届理事会理事，中国科学院研究生院兼职教授（主讲“大气遥感基础”）。
他主要从事大气遥感、大气物理和大气环境探测方面的研究和教学工作，参与或承担(了)国家自然科学基金项目6项、863国家高技术航天领域项目1项, 973项目1个课题。在国内外学术期刊和正式出版文集上发表论文40多篇。他的业余爱好是“以双脚丈量人生，遍游名山大川，阅历世间雄奇”。
Dr. Hong-Bin Chen
  He received the B.S. degree from Nanjing College of Meteorology in 1982, the DEA from Universite de Clermont II in 1986, and the Ph.D from Universite des Sciences et Technologies de Lille I (USTL) in 1991. He was an assistant professor at Chengdu College of Meteorology between 1982 and 1984 and an inviting researcher at Laboratoire d'Optique Atmospherique of the USTL between 1991 and 1993.

  Currently, he is a senior research scientist in the Institute of Atmospheric Physics, Chinese Academy of Sciences. He is also a professor in the Division of Geo-sciences, Beijing Graduated College, Chinese Academy of Sciences. He is the member of International Radiation Commission (IRC), the Chinese Satellite Meteorology Committee, the Chinese Space Science Committee, and the Chinese Geography and Remote Sensing Committee. His research interests include atmospheric physics, microwave radiative transfer modeling, development of retrieval algorithms for SSM/I and AMSR, ground-based observation of stratospheric trace gases by UV and visible spectrometer, and study on aerosol-cloud-radiation interaction. He published about 40 papers in various academic journals.
